What is PMS?

PMS stands for Provincial Management Service. It’s a competitive exam being conducted by the provincial governments of Pakistan through its Commissions namely Punjab Public Service Commission (PPSC), Sindh Public Service Commission (SPSC), Balochistan Public Service Commission (BPSC), Khyber Pakhtunkhwa Public Service Commission (KPSC), Azad Jammu & Kashmir Public Service Commission (AJKPSC). Candidates have to clear PMS test, including a written test, psychological test and interview; who passed these PMS tests are offered government job as a First Class Officer (Grade 17). An officer passing this exam is called PMS Officer.

 

 

 

 

 

 

What Do We Offer?

90 Days Preparatory Course for PMS/PSC

NOA offers preparatory classes for all PMS and PSC examinations once they are announced. This includes PMS Punjab, PMS Khyber Pakhtunkhwa, PMS Sindh, PSC Balochistan, PSC Gilgit-Baltistan, and PSC Azad Jammu and Kashmir. The course is completed within 90 days of admission and if any subject’s course is left incomplete, the academy conducts as many classes needed for completion without any additional charges. Guess papers are also conducted during this preparatory course, during which student are taught how to cater to the needs and requirements of the examinations.  

 

PMS – PUNJAB: 

Provincial Management Service (PMS) is the premier civil service of the province dedicated to the betterment and uplift of the general public. PMS officers come from many streams, i.e, 50% through promotion from Tehsildars, Superintendents, Personal Secretaries, etc and 50% through open merit competitive examinations held every year. However, the main chunk of officers are recruited directly into BPS 17 after qualifying rigorous examinations {C.C.E of 12 papers} and scrutiny {post written tests of 4 stages} by the Punjab Public Service Commission (PPSC).

Subject & Syllabus of PMS Punjab:

The examination will consist of six compulsory subjects and three optional subjects. The details of the papers are given below:

Written Examination:
  • (Six Papers) Compulsory Total 600 Marks
  • (Three Papers) Optional Total 600 Marks
  • Psychological Test and Interview/Viva Voce: 200 Marks

PMS – SINDH: 

1. The written examination shall include compulsory and optional subjects.
2. Every candidate shall take all the compulsory subjects and three of the optional subjects, subject to the following restrictions:-
a. No more than two subjects shall be taken from each group.
b. Not more than two subjects shall be taken from among subjects at Sr. No. 10, 11, 18, 19 and 34 (Arabic Literature period I and II, Islamic History Period I & II Islamiat.).
3. A candidate shall answer the papers in English unless otherwise directed.

Written Examination:
  • (Five Papers) Compulsory Total 450 Marks
  • (Three Papers) Optional Total 450 Marks
  • Viva Voice Total 250 Marks

 

PMS – KPK: 

The institution of the Public Service Commission, for the first time, evolved under article 264,265 and 266 of the Government of India Act 1935. Article 188 of the 1956 Constitution and Article 186 of 1962 Constitution of Pakistan provided for the establishment of the Public Service Commission. The Khyber Pukhtunkhwa Public Service Commission is established under article 242 of the 1973 Constitution and is functional under the Khyber Pakhtunkhwa PSC Ordinance 1978.

Subject & Syllabus of PMS Punjab:

The Examination shall include compulsory and optional subjects, and every candidate shall take all the compulsory subjects and opt for three of the optional subjects carrying 600 marks in all but not more than 200 marks from a single group.

Written Examination:
  • Four Papers + Viva Voce Compulsory Total 900 Marks
  • Three Papers Optional Total 600 Marks

 

PMS – Gilgit Baltistan: 

90 Days Preparatory Course:

For PMS courses, NOA completes all the preparation of all selected subjects at the time of admission in 90 days.

Subject & Syllabus of PMS Punjab:

The examination will consist of four papers compulsory subjects and two papers optional subjects. The details of the papers are given below:

Written Examination:
  • (Four Papers) Compulsory Total 600 Marks
  • (Two Papers) Optional Total 300 Marks

 

PCS – Balochistan:

Balochistan Public Service Commission (BPSC) is the civil service of the Balochistan. It was established through the Act of the Balochistan Assembly “the Balochistan Civil Servants Act,1974, under Article 240 of the newly framed Constitution.

For PCS courses, NOA completes all the preparation of all selected subjects at the time of admission in 90 days.

Written Examination:
  • Four Papers Compulsory Total 400 Marks
  • Three Papers Optional Total 600 Marks
  • Viva Voice Total 200 Marks

PCS – AJK: 

Azad Jammu & Kashmir Public Service Commission (AJKPSC) is a company of the state of Azad Jammu & Kashmir that is bound for recruiting civil servants and bureaucrats, Azad Jammu Kashmir service commission is also like a PPSC, FPSC, SPSC, and BPSC.

Written Examination:

Four Papers Compulsory Total 750 Marks

Legal Requirements:

PMS – Punjab:

  • Age Limit: 21 to 30 years 
  • In the case of officials serving in connection with the affairs of the Federal Government who are domiciled in Punjab as well as the officials serving in connection with the affairs of the Punjab Government has at least 4 years service as such, the upper age limit shall be 35 years.
  • For special persons, a maximum of 10 years of relaxation in the upper age limit shall be allowed as per Punjab Civil Servants Recruitment (Relaxation of Upper Age Limit) Rules, 1976.
  • As per Government of the Punjab, S&GAD Notification No. SOR-III(S&GAD)1-25/94(P) dated 29-11-2012, Punjab Delegation of Powers (Relaxation of Age) Rules, 1961 shall not apply to the posts of the Government required to be filled through Combined Competitive Examination conducted by the Punjab Public Service Commission.
  • The candidates will produce the original certificates at the time of Psychological Assessment and Interview to authenticate their claim in the application form.
  • NOTE: i) Negative Marking will be done and 0.25 marks will be deducted for each wrong answer in the Objective (MCQ) paper of General Knowledge. ii) Non-Muslims candidates have the option either to attempt paper on Islamic Studies or “Ethics” (Combination of both Subjective & Objective). iii) All the candidates shall take all the compulsory subjects. PMS – KPK:

  • Age Limit: 21 to 30 years. 
  • Maximum age limit as prescribed in the recruitment rules shall be relaxed up to Ten years for Disable persons/Widows/Divorce and Govt: servants who have completed two years continuous service and up to 03 years for candidates belonging to backward areas specified in the appendix attached to the Khyber Pakhtunkhwa Initial Appointment to Civil Posts (Relaxation of Upper Age Limit) Rules, 2008. However, a candidate shall be allowed relaxation in age in one of the above categories provided that the candidates from backward areas, in addition to automatic relaxation of three years shall be entitled to one of the relaxations available to govt. Servants, general or disable candidates, whichever is relevant and applicable to them. Employees or Ex-employees of development projects of the govt. of Khyber Pakhtunkhwa and employees or Ex-employees of development projects of the Federal Govt: under the administrative control of the govt. of Khyber Pakhtunkhwa shall also be entitled to age relaxation equal to the period served in the projects, subject to a maximum limit of ten years provided that this age relaxation shall not be available in conjunction with any other provisions of the age relaxation rules.
  • Applicants married to Foreigners are considered only on the production of the Govt: Relaxation Orders.
  • Employees of Govt:/ Semi-govt/ autonomous/ semi-autonomous bodies may apply directly, but their departmental permission certificates shall be required before interview/ competitive examination.
  • The Zonal and Merit Quotas shall be strictly followed in the allocation of seats. The government reserves the right to fill or not to fill any post.
  • Candidates who have already availed three chances by appearing in competitive examinations for the posts of Tehsildar/ Naib Tehsildar shall be ineligible.
  • In case large number of candidates, the Commission may hold a Screening/ Ability Test for shortlisting of candidates to a manageable level.
  • Candidates applying against disable quotas will be required to submit a disability certificate issued by the Board of Rehabilitation/ District Assessment Board for disabled persons stating their disability on the basis of report by standing Medical board.
  • The candidate who applies for the post(s) are advised to make sure that they are eligible for the post in all respects because eligibility of the candidate will be determined strictly according to the rules after the conduct of all essential tests

PSC – Balochistan: 

  • Age Limit: Age will be calculated on the closing date for receipt of applications
  • The candidate should submit local/domicile certificate of his/her district. A married female candidate, not already in Government Service and desires to apply on the basis of local/domicile of her husband, is required to submit the local/domicile certificate of her husband containing her name. In case of in-service candidates, the local/domicile certificate endorsed in the service record of the department will be accepted.
  • The zonal allocation of vacancies has been made in accordance with the Government of Baluchistan’s
    Recruitment Policy of 1991.
  • Unless otherwise prescribed in the recruitment rules, the requisite experience (with necessary, valid documentary proof) means the post-qualification experience gained in a regular, full-time paid job and that of the on-job training subject to its relevancy acquired after obtaining the required qualification till closing date. Experience as part-time, honorary, apprentice, and internee will not be considered/counted as experience.”
  • Eligibility of the candidates in terms of Recruitment Rules and the advertised conditions shall be determined after the conduct of screening/professional test/examination.On detailed scrutiny of the applications, if they are found ineligible, their candidatures will be canceled irrespective of the fact whether they have appeared in the examination/test or even qualified therein. On rejection of application of candidates on the basis of their ineligibility, the Commission would inform the applicants.
    The candidates should therefore, make sure before applying that they are eligible in all respects for the post, they have applied for..
  • The candidates who qualify for viva-voce test will be intimated by post, sms and telephonically to furnish/submit one (01) set of requisite documents duly verified by the concerned Board/University and attested by Guezetted Officer i.e. four (04) photographs, Matric, Intermediate DMCs/certificates, Bachelor, Master, M.Phil., Ph.D. Transcript/Degrees, CNIC, Experience Certificate (where required) showing nature of job/ detailed job description issued by an authorized officer of the Department concerned, Local/Domicile Certificate (duly verified by the competent authority), Departmental Permission Certificate (in case of government serving ) etc. Within Ten (10) days of the Notice from BPSC. The candidates who fail to furnish the requisite documents within stipulated time or furnish incorrect/incomplete information their candidature shall be rejected straight away. Therefore, they are advised to keep their documents ready for submission to BPSC by the due date.

 

PMS – Sindh: 

  • Age Limit: Both male and female including special persons, who are citizens of Pakistan, domiciled and permanent residents of Sindh, having at least 2nd Division Bachelor’s degree between the age of 21 to 30 years as on 01 September 2018 are eligible.
  • In case of candidates from the scheduled caste, the upper age limit shall be 31 years on 01 September 2018.
  • In case of candidates Domiciled in Sindh who are serving in the Federal Govt. / Sindh Govt with a total service of atleast four years on 01 September 2018, the upper age limit shall be 35 years.
  • Note: EMPLOYEES OF AUTONOMOUS / SEMI AUTONOMOUS / LOCAL BODIES ARE NOT ELIGIBLE FOR CONCESSION MENTIONED IN SUB PARA NO.III ABOVE.

PSC – Azad Kashmir:

  • Age Limit: Age limit is around 21yr – 40yr which can be changed accordingly with respect to the position and department.
  • Degree from any recognized institute.
  • Not more than one candidate will be selected from the standardized merit list.  

PMS – Gilgit Baltistan:

  • Age Limit: Age limit is 18yr – 28 which can be varied with respect to the position and department.
  • Concession to be provided according to policies set by GB government.
  • Special concessions to be provided to the employees with no holidays for two years according to their respective position and age.
  • For candidates suffering from a disability: 2% quota, For minorities: 5%, For Women: 10% quota respectively is being set by the government (GB).

 

 

 

 

 

 

 

 

 

PMS Important Info

Important Information About PMS Exam:
– The minimum standard of the question papers is of graduate level.
– The Candidate has to obtain 40% marks in each paper and 50% marks in the aggregate i.e. 600 marks to qualify for the interview. Thereafter, a candidate also has to secure 50% marks in the interview to be held eligible for the final merit list of successful candidates.
– Besides Open Merit quota, Special zone, Special person and Minorities quotas are considered.
– The examination is held at Lahore, Rawalpindi, Multan, Bahawalpur, DG Khan, Faisalabad and Sargodha districts.

PMS Exam Criteria

PMS Exam is a combination of written test (comprising of 1200 marks) and Interview/ Viva Voce (comprising of 200 marks). PMS criteria are as follows:

– Negative marking is done deducting 0.25 marks for each wrong answer in the Objective (MCQ) paper of General Knowledge.
– Non-Muslims candidates have the option either to attempt the paper in Islamic Studies or Ethics (Combination of both Subjective and Objective).
– The candidates have to take compulsory as well as optional subjects from PMS Syllabus defined by the PPSC.
